Vehicle Permit and Citation Information

In response to the COVID-19 pandemic, and as part of our commitment to reduce the spread of the coronavirus, Grossmont-Cuyamaca Community College District is delivering a large amount of its instruction and services online.  As a result, the District will not be requiring students to purchase parking permits for the Spring 2022 Semester. At this time students and visitors may park in any available student parking space.  Restrictions include, but are not limited to, parking in a fire lane, staff parking, disabled placard misuse, and timed spaces. These areas will still be enforced and cited accordingly.  This notice regarding Spring 2022 student parking permits is effective through June 31, 2022. 

The Campus and Parking Services (CAPS) office is responsible for parking enforcement at the campuses. Parking rules and regulations are enforced year round which may include holidays, spring break, weekends and summer session. Owners are solely responsible for loss, damage or theft to their vehicle while parked on District property. Vehicles parking on campus must be parked between two demarcated lines and there is no overnight parking permitted on campus after 11:00pm.

Parking Permits

Students may obtain parking permits online by logging into WebAdvisor. The purchase of a parking permit does not guarantee a parking space will be available. Student parking permits cost $40, and are static cling so they may be transferred to another vehicle only if owned by the same person. The permit must be clearly displayed on the front window, either side, inside lower corner. All permit information must be visible including the expiration date. All student parking permits must be visibly displayed so that the date, year and color of the permit can easily be seen. The permit must be displayed through the front windshield, attached to the window. Permits shall not be displayed through window tinting. Lost or stolen parking permits must be replaced at the vehicle owner's expense. As part of the reciprocal agreement with PLNU, we now accept PLNU valid student parking permits. Permit must be visibly displayed so that the date of the permit may be seen.

Disabled Placards All students or staff displaying a disabled placard are not required to display a GCCCD parking permit. Placard misuse will be heavily enforced and a CAPS specialist may ask to see your placard and registration at any time. Please be prepared to show proof of ownership when requested by a Parking Services Specialist.  

Motorcycles are not required to display a parking permit but must park in designated motorcycle spaces.  Do not park in hash marked or regular spaces unless clearly demarcated with a "motorcycle" sign and stenciled logo. Motorcycles, scooters, and mopeds must park in designated motorcycle areas.

Staff permits are available at CAPS offices. Only cars with staff permits are allowed in spaces designated for staff and only vehicles with handicap placards or plates are permitted to use handicap parking.Staff may register for a parking permit here. Remember to disable your pop-up blocker and bring an ID to CAPS for pick up.

GCCCD accepts staff parking permits from the following institutions: PLNU, Mesa College, San Diego City College, Southwestern College, Palomar, Miramar, Mira Costa, Imperial Valley, Mt. San Jacinto and San Diego Continuing Education.

 Permit Display

 Permit parking is enforced on all District property:

  • Monday - Thursday from 7:00 a.m. - 10:00 p.m.
  • Friday and Saturday from 7:00 a.m. - 4:00 p.m.

Sundays - no citations are issued for failure to display a parking permit. All other parking and traffic violations will be enforced 24 hours a day, year round. This includes staff parking, fire lanes, disabled parking spaces and other vehicle infractions. 

Bicycle Parking

Bicycles are not permitted inside buildings or on railings which obstruct pedestrian pathways and disabled access ramps. Please use bike rack parking at all times.

One-day Parking Permit for Guests

A one-day parking permit costs $2 and is valid for the date and time issued. Parking permit dispensers are located throughout campus. The campus has also partnered with Passport Parking, Inc. to pay by mobile phone.

Vendor Parking Permits

All vendors are required to have a parking permit. Vendor permits are available through the CAPS office with 48 hours notice. Permission to drive and park on interior campus pathways are granted on a case by case basis and CAPS must be notified in advance. Citations will be written on vehicles found parked on pedestrian or emergency pathways.

Parking Citations

Parking citations vary between $45 to $500 per violation and can be paid or appealed online by visiting www.paymycite.com/gcccd.  If the citation is not paid within 21 days, the fine will increase by $75. After 45 days, the citation will be reported to the state Department of Motor Vehicles, which will not renew your registration until the fine is paid. All disputed fines are individually reviewed by a non-biased representative in the Campus and Parking Services office. You will be notified on the outcome of your appeal for a parking citation.

CVC 40220 allows for installment payments to qualifying low-income individuals who apply within 120 days from the issuance of a notice of parking violation, or within 10 days after an administrative hearing determination, whichever is later. A payment plan application form will be required.

Upon request, any registered owner or driver of a vehicle that receives a GCCCD parking violation and has been denied at the first level appeal, will be provided with an application for ‘Indigent Status.’ A completed application accompanied by supporting income verification documents providing family income less than 150% of the most current Federal Poverty Guidelines (FPG), will be approved to attend the second level Administrative Parking Hearing without first posting the statutorily required fine deposit. Additionally, upon request, any registered owner or driver of a vehicle that receives a GCCCD parking violation(s) will be approved to make payment on that violation(s) within parameters set by the District Public Safety Office.
